The Chinese Foreign Minister, Marshal Chen Yi, said in Geneva in public that differences existed between his country and the Soviet Union. Speaking at a luncheon given by the Laotian 'neutralist! Prime Minister, Souvanna Bouma, on July 23rd. he replied to a questions "Yes, we have differences, We are two great nations and we have different views on different problems. We are not a satellite nation."' This is one of the first times such an admission has been made and is, in itself, a sign that the differences have not been resolved.
