(1) The Orgnnisntion is to cainsist of the continental African stntes and Madagascar. (2) The purpose of the 9.4.U. is to promote unity and development, to defend the sovercignity of members, t9 oradicnte colonialism, and to promote international cv9perntion "having due rogard t> the charter of the United Iintions am the universnl declaration 3f human rights". (12) to (15) are provisions for 1 Council of Foreign or othcr designated Ministers, meoting twice n yenr with provision for extrizrdiniry meetings; to be reeponsible ts the Assembly and implesont its decisions, voting for the Assembly (16) to (18), Provision for an adninsitrative Secretary-Genoral apptinted by the Assuably. (19) Provision for a Commission 2f Medintion, to settlo members' disputes t3 be defined in a separate protocol.
