Whilst the following plan needs enlarging in detail we believe that a scheme for the National Docks, if we are to attain an efficient port system thYoughqt the United Kingdon, must be on the following lines: (1) We endorse the findings of the Rochdale Report, stating that the problems of dock labour arise from the casual nature of employment. This arises from a complete lack of planning of:

a) the distribution of work among the labour force;
