The remarkable fact that in recent years almost all the new jobs provided in the USA have been in the public non-profit sectors of the economy, is high. -lighted in the 1964 Manpower Report of the Prosident's Department of Labour Section. The report states "The private sector produced some new-job growth in 1963, after generating no increase in full-time jobs from 1957 to 1962.

"Brom 1957 to 1963 non-farm employment increased 4.3m. Growth in public employment accounted for 2m. Jobs financed by government procurement provided another 800,000.0f the employment increase, “Imployment in non-profit institutions grew by 700,000. The remaining groWth of 900,000 was accounted for by private demand. But only 300,000 of this rise(all achieved in 1963) were full-time jobs; the other 600,000 job growth was part-time employment."
